Money set aside to run, protect, and improve wildlife refuges controlled by the Secretary of the Interior can be used to buy, ship, and handle supplies. Those supplies may be sold at cost from Interior Department depots to specific projects. Funds can be moved between accounts so each project pays for the supplies and their transport. Stock left at the end of a fiscal year can be used later and charged without cutting that year’s funds. Supplies must not be bought just to build up extra stock beyond reasonable needs for the fiscal year.
