The Secretary of the Interior may spend the money available under section 669c(a)(1) only for administration costs that directly help carry out this chapter. Allowed uses include 11 kinds of expenses such as pay for employees for the hours they spend administering the chapter (certified by their supervisor); related support costs (but not general regional office staffing unless for this chapter); reviewing State plans; overhead based on actual cost rules approved by OMB or a per‑employee cap; audits of State fish and game activities every 5 years and other audits required here; training for Federal and State staff who run the program; travel to States, territories, and Canada (and other foreign travel only with Assistant Secretary approval); relocation costs for staff who will work on the chapter at least 1 year (paid only in proportion to the time they work on the chapter); and costs to audit, evaluate, approve, disapprove, or advise on grants under the listed grant sections. If the Secretary wants to use the funds for any other kind of administration expense, the Secretary must send a report to the House Committee on Resources and the Senate Committee on Environment and Public Works describing the expense and the amount, and wait 30 days after sending the report before using the money. The Secretary may do this no more than $25,000 in any fiscal year. The funds cannot be used to boost activities that already get general appropriations for the Fish and Wildlife Service or other Interior offices. The Inspector General must arrange independent audits every two years of how these administration funds were spent. Auditors must be chosen in a competitive process, be independent of the Department (except as paid auditors), report to the Inspector General and send a copy to the Secretary, and the Inspector General must promptly give the audit reports and copies to the two Congressional committees named above.
