The Secretary of Defense, working with the Secretary of the Interior and the State agency, can run programs on military bases to conserve and manage migratory game birds, issue special hunting permits, and charge fees under a shared natural-resources plan. Holding one of these permits does not remove the need to follow the Migratory Bird Hunting Stamp Act (16 U.S.C. 718 et seq.) or the State-law rules in Public Law 85–337.
