Names and explains the main words used in this part of the law. Administrator: the person in charge of the National Aeronautics and Space Administration. Chairman: the head of the Atomic Energy Commission. Off‑road vehicle: a motor vehicle made to travel across natural terrain like land, water, sand, snow, ice, marsh, or swampland, but not including a registered motorboat if a State chooses, emergency vehicles used by the military, fire, or police, or any vehicle allowed by the Secretary of the Interior or the Secretary of Agriculture under a permit, lease, license, or contract. Public land: lands managed by the Secretary of the Interior, Secretary of Agriculture, the Chairman, or the Administrator, except lands that are military reservations, units of the National Park System, national wildlife refuges, Indian reservations, or trust lands for Indians. State agency: the office in a State that manages fish and game laws. Conservation and rehabilitation programs: actions to protect, conserve, and improve wildlife, fish, and game on those public lands, including research, counts, law enforcement, habitat work, breeding, moving animals, and regulated taking; it does not reduce State authority over resident species except as other laws say.
