A federal stamp requirement does not apply to Forest Service or Bureau of Land Management lands in any state where federal land makes up 60% or more of the state's area. In those states, a state agency may agree with the Secretary of Agriculture, the Secretary of the Interior, or both to add a fee when regular hunting, trapping, or fishing licenses are sold, and the money must be used only for conservation and rehabilitation programs under this law in that state.
