If the Secretary of Agriculture recommends it, the Secretary of the Interior may give the State of South Dakota ownership of up to 1,600 acres of nonmineral national forest land inside the Norbeck Wildlife Preserve that are not already set aside. In exchange, the State must give the federal government other State-owned land inside a South Dakota national forest that is equal in value and that the Secretary of Agriculture agrees is just as good for forest use; those lands become part of the national forest. This swap does not limit any other land selection rights the State has or may get, except for the specific lands given to the government under this exchange.
