Federal land or water management agency means the Bureau of Reclamation, National Park Service, Bureau of Land Management, U.S. Fish and Wildlife Service, and the Forest Service. Federal waterway is water those officials manage, and a Federal waterway restriction is a limit on access or use they impose. Secretaries means the Secretary of Agriculture (through the Chief of the Forest Service) and the Secretary of the Interior. State means each State, the District of Columbia, and every U.S. territory.
