Title 16 › Chapter 88— WESTERN AND CENTRAL PACIFIC FISHERIES CONVENTION › § 6909
Captains of foreign commercial fishing boats covered by the Western and Central Pacific Fisheries Convention who do not have vessel monitoring systems that can contact U.S. enforcement must, before or as soon as possible after entering and traveling through the U.S. Exclusive Economic Zone off Hawaii and U.S. Pacific territories, follow three rules. They must tell the U.S. Coast Guard or NOAA law enforcement the boat’s name, country of registration, current location, route, destination, and how they will enter U.S. waters; keep all fishing gear stowed below deck or otherwise out of reach and not ready for use; and, if an enforcement officer asks, go to a place the officer names so the vessel can be inspected.
