In negotiations, the Secretary and Secretary of State must protect U.S. fishermen from disadvantage; expand U.S. high seas fishing in the Convention area while accepting Commission limits based on Scientific Committee science to meet Article 2 conservation goals; prevent forced transfers abroad of U.S. fishing capacity, rights, or vessels unless voluntary and market-based; and ensure measures consider U.S. traditional fishing patterns and Western and Central Pacific fisheries’ needs.
