The Secretary of the Interior can spend money and take steps to get clear title to lands bought under section 691, including buying options and paying for surveys, but no payment will be made until the Attorney General approves the title; the U.S. may still buy land with rights‑of‑way, easements, or reservations if the Secretary finds they won't interfere with use under section 691a.
