The Secretary must, consistent with proper waterfowl management, keep leasing the reserved lands of the Klamath Straits unit, Southwest Sump, League of Nations unit, the Henzel lease, and Frog Pond unit, all inside the Executive order boundaries of the Lower Klamath and Tule Lake National Wildlife Refuges and shown on plate 4 of the report entitled “Plan for Wildlife Use of Federal Lands in the Upper Klamath Basin, Oregon-California,” dated April 1956. Leases must be set to get the maximum lease revenues and must allow growing grain, forage, and soil‑building crops, but no more than 25 percent of the leased land may be planted to row crops. All other reserved public lands in section 695l of this title must continue to be managed for waterfowl, including growing crops by direct planting or by sharecrop agreements with local cooperators.
