Because Florida passed chapter 73–131, the Secretary must quickly buy or otherwise get the lands and land rights needed for the Big Cypress Preserve. Within one year after October 11, 1974, the Secretary must send Congress a written plan that lists the lands needed for protection and public use, the lands already obtained, and a recommended five‑year purchase program with funding levels. Congress expects the land buys to be mostly finished within six years after October 11, 1974.
