§698u–5 Advisory Committee

Summary

Creates the Tallgrass Prairie National Preserve Advisory Committee to give advice to the Secretary and the National Park Service Director about developing, managing, and explaining the Preserve. The committee must give timely input while the general management plan under section 698u–3(g) is being prepared. The committee has 13 members appointed by the Secretary: three from the Trust; three who are local landowners, cattle ranchers, or other agricultural interests; three from conservation or historic preservation groups; three chosen from lists recommended by local officials (one recommended by the Chase County Commission, one by officials of Strong City and Cottonwood Falls, and one by the Governor of Kansas); and one range management specialist from a Kansas college or university. Members serve 3-year terms. The first members are staggered so four serve 3 years, four serve 4 years, and five serve 5 years. Members may be reappointed and must keep serving until a successor is named. Vacancies are filled the same way as the original appointments and the new member serves the rest of the term. The members pick a chair. Meetings are called by the chair or a majority, must allow public participation, and require advance public notice under chapter 10 of title 5. A majority is a quorum. Members are unpaid but get travel and per diem under 5 U.S.C. 5703. The committee is exempt from the rechartering rule in section 1013(b) of title 5.
