The Secretary must require that any electronic stamp a State issues under the pilot match the State’s usual electronic license format and include enough ID details so federal, state, and local officers can identify the holder. While the electronic stamp is valid, it gives the holder the same rights as a paper Federal migratory bird hunting and conservation stamp, is accepted nationwide, and allows hunting migratory waterfowl in other states as long as the hunter follows those states’ rules. The state and the Secretary agree how long it lasts, but it cannot be more than 45 days.
