Title 16 › Chapter 89— PACIFIC WHITING › § 7002
The Secretary, with the Secretary of State, must pick 4 people to represent the United States on the joint management committee for the offshore whiting resource. The picks must be people who know about the whiting fishery. One must be a National Oceanic and Atmospheric Administration (NOAA) official, one must be a member of the Pacific Fishery Management Council (the Council’s recommendation can be considered), one must come from a list given by treaty Indian tribes with treaty fishing rights, and one must come from the commercial whiting fishing industry. Each person serves a term up to 4 years. Two of the first appointees serve 2-year terms. If someone leaves early, their replacement serves the rest of that term. Terms can be shortened so no more than 2 terms end in the same year. Representatives can be reappointed. Unless all four agree otherwise, the chair position rotates each year among the members, with the first order chosen by lot at the first meeting. The Secretary, with the Secretary of State, may also name alternates who can act with full authority at meetings when a regular representative is absent.
