The Secretary, after talking with the Secretary of State, must appoint up to 2 scientific experts to the joint technical committee. At least one must be a National Oceanic and Atmospheric Administration official. Each expert serves up to 4 years and may be reappointed; a replacement serves the rest of the term. The Secretary and the Government of Canada must jointly appoint one independent member chosen from a list given by the advisory panel.
