The Secretary must run and enforce this law and the rules made under it. The Secretary can get help from other federal agencies, paid or unpaid. The Secretary can collect and share information needed to carry out the Agreement and this law, subject to sections 552 and 552a of title 5. No one may break this law or its rules. The Secretary must stop violations using the same powers, penalties, and protections found in the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1801 et seq.), and must enforce violations as if they were violations of section 307 of that Act (16 U.S.C. 1857).
