Creates a Migratory Bird Conservation Commission that must approve and set prices for any land, water, or both that the Interior Secretary recommends before purchase or rental. It includes the Interior Secretary (chair), the EPA Administrator, the Agriculture Secretary, plus two Senators and two Representatives chosen by the Senate President and Speaker. A reelected House member may stay on; vacancies are filled same way. For state areas, the state game official or governor (or their reps) joins to vote, and “purchase or rental” covers any interest.
