Defines which birds count as "migratory" for this part of the law and for the Migratory Bird Treaty Act. A bird is treated as migratory if it is listed in one of four international agreements the United States made: the treaty with Great Britain concluded August 16, 1916 (39 Stat. 1702); the treaty with the United Mexican States concluded February 7, 1936 (50 Stat. 1311); the convention with Japan concluded March 4, 1972; and the convention with the Union of Soviet Socialist Republics concluded November 19, 1976.
