Unsold Migratory Bird Hunting and Conservation Stamps must be turned over to the Postal Service or the Secretary of the Interior (or their designee) for sale to collectors if they are not sold by the end of the hunting year (see section 718j) and the Postal Service or Secretary decides they are appropriate for collectors and in good condition. The Postal Service or the Secretary of the Interior may destroy any extra stamp stock at times and in ways they find appropriate.
