The Secretary must make sure people who buy electronic waterfowl stamps from a State get the electronic stamp the same day they buy it and in the way the State and Secretary agree. States that sell electronic stamps must collect and send to the Secretary each buyer’s first and last name, full mailing address, the stamp’s face value, and how much of any fee is the Federal share, as the written agreement with the Secretary requires. States do not have to report their own share of any fee. A State may charge a reasonable fee to cover its costs and Department of the Interior costs, including mailing a paper stamp. A State may replace a lost or damaged electronic stamp with a duplicate. After March 10 of each year, the Secretary must send a physical stamp to everyone who bought an electronic stamp for the previous season. A State cannot force someone to buy a State hunting license to get an electronic stamp.
