The Secretary may run a yearly contest that asks elementary and secondary school students to send in art about protecting migratory birds. The Secretary picks winners and can use the winning art on licensed products and on stamps sold as "Junior Duck Stamps." Money made from selling those designs and stamps goes to the Secretary and can be used until it is all spent, without needing extra approval from Congress. That money must only pay for things tied to the program, such as awards, prizes, and scholarships for winning or top entries; awards and support for schools, students, and teachers for conservation education; ceremonies and travel for winners to national or State events; costs to license and market the designs and stamps; bird reference materials or supplies for participating schools; and marketing and educational materials for the program.
