Title 16 › CHAPTER 92 — FOREST LANDSCAPE RESTORATION › § 7303
Creates a Collaborative Forest Landscape Restoration Program run by the Secretary of Agriculture, working with the Secretary of the Interior, to pick and fund projects that restore large forest landscapes while following environmental laws. To be picked, a project must be based on a 10-year restoration plan for at least 50,000 acres that is mostly National Forest land (but can include other public or private lands). Plans must use the best science, protect or restore old-growth, reduce dangerous fuels by focusing on small trees and retaining large trees, avoid new permanent roads and pay to remove temporary roads, and show how they will use woody biomass. Plans must be made through open collaboration with many interests and must describe how they will cut wildfire risk, help wildlife and watersheds, control invasive species, use local workers and businesses, show expected cost savings, and estimate federal and non-federal funding. Regional Foresters send proposals to the Secretary, and an advisory panel of up to 15 experts reviews them. The Secretary may fund up to 10 proposals per year and no more than 2 per region. A special Fund can pay up to 50% of restoration costs on National Forest land, with limits of $4,000,000 per proposal per fiscal year and payments for up to 10 fiscal years (one-time extension may add up to 10 more years). The Fund was authorized $80,000,000 for each of fiscal years 2019–2023. Selected projects need a work plan within 180 days, annual public reports, and at least 15 years of multiparty monitoring. Every 5 years the Secretary and the Interior Secretary must report on the program to six Congressional committees: Senate Energy and Natural Resources; Senate Appropriations; Senate Agriculture, Nutrition, and Forestry; House Natural Resources; House Appropriations; and House Agriculture.
