The Foundation can use money from the Fund to support programs that help study and use ocean and coastal resources, coastal infrastructure, and services from nature like coral reefs. That can include basic scientific research, ocean observing, and other work done with federal or state agencies. The Fund cannot pay for lawsuits against the Federal Government. It also cannot pay to create national marine monuments, marine protected areas, marine spatial planning, or the National Ocean Policy.
