The Secretary of State and the USAID Administrator can create and run programs in focus countries, working with other U.S. agencies and with local communities, regions, and governments, to carry out the recommendations in section 7631(a)(2). Those programs can include clear, measurable goals and ways to track progress and help train and strengthen wildlife law enforcement and customs and border security officers. They can also work with nongovernmental groups and international bodies, and support Wildlife Enforcement Networks, to better study and stop illegal cross‑border wildlife trade.
