The Secretary must carry out the Convention and this part of the law. The Secretary must make any rules needed to do that after talking with the department head where the Coast Guard works. With the Secretary of State's approval, the Secretary may work with officials from the Government of Canada. The Regional Fishery Management Council for the area may add U.S. rules for Convention waters, including limited access, so long as they do not conflict with Commission rules and the Secretary approves them. Those rules must treat residents of different States equally and follow the limited entry criteria in section 1853(b)(6) of this title. Any halibut allocations must be fair, promote conservation, and prevent any one person or company from getting an excessive share. The Council may let rural coastal Alaska villages start a commercial halibut fishery north of 56 degrees north latitude for a 3 year development period.
