Title 16 › Chapter 10B— FISH RESTORATION AND MANAGEMENT PROJECTS › § 777m
Provides up to $3,000,000 to the Secretary of the Interior to give multistate conservation grants. Money is available only for the fiscal year it is given and the next fiscal year. Any leftover money after that will be split among the States the same way section 777c(c) requires. Grants can fund projects that help at least 26 States, a majority of States in a Fish and Wildlife Service region, or a regional group of state fish and game departments. Only projects on a yearly priority list can get grants. The International Association of Fish and Wildlife Agencies makes that list through a committee of state fish and game leaders, after talking with conservation groups, sportsmen groups, and industry, approves it by majority vote, and sends it to the Assistant Director by October 1; the Assistant Director publishes the list. Grants may go to a State or group of States, the U.S. Fish and Wildlife Service for the national survey, or eligible nongovernmental organizations that certify they will not use the funds to oppose regulated fishing and will follow the program rules. Organizations that break this must return the money and may face penalties. Each year no more than $1,200,000 of related appropriations goes to the Interior for set uses: $200,000 each to the Atlantic, Gulf, Pacific, and Great Lakes marine fisheries commissions, and $400,000 to the Sport Fishing and Boating Partnership Council. Part of any council funds left unspent by October 1, 2021 must be used to study derelict recreational vessels and recycling solutions. Chapter 10 of title 5 does not apply to activities under this program.
