Preliminary permits let an applicant keep their place for a license while they do surveys, prepare maps and plans, make cost estimates, and arrange financing. A permit lasts up to 4 years. The Commission may extend it once for up to 4 more years if the permittee acted in good faith with reasonable diligence, and may grant another permit for extraordinary circumstances. Permits must list conditions, are nontransferable, and may be canceled after notice and a hearing for noncompliance or other good cause.
