The Secretary can get non-federal land inside the park or nearby by swapping it for federal land. He may trade for federal land managed by the Bureau of Land Management in California or for federal land in the Northern Redwood Purchase Unit in Del Norte County, except for the Yurok Experimental Forest of approximately 935 acres. Federal land needed for public use or management is not available for swap. The lands swapped should be worth about the same. If they are not, cash must be paid to make the values equal. The Secretary can also use federal land instead of, or together with, cash to pay for land taken under the related taking rule. When making swaps, the Secretary must try to avoid hurting the owner’s business or causing economic disruption.
