Federal leaders must work with priority flag states and key countries in priority regions to help them meet U.S. rules for tracking seafood imports. The people who must do this include the Secretary of State, the USAID Administrator, the Secretary in charge of the Coast Guard when it is not part of the Navy, the Secretary of Commerce, and other agency heads when needed. They must teach those countries about U.S. traceability rules, share information and give training so seafood industries can follow the rules (including catch documentation and trade-tracking programs used by regional fisheries groups), and help governments, businesses, and civil groups build and run traceability systems that prevent illegal, unreported, and unregulated (IUU) fishing, improve fisheries management, and increase maritime awareness.
