Allows up to $8,572,000 from the U.S. Treasury to be used, as needed, to survey, set up, and finish Colonial National Historical Park, including buying land, securing purchase options, and paying related costs. Expands the Yorktown battlefield area to no more than 4,500 acres and moves all government-owned land inside the park boundaries set by the President to the control of the National Park Service, except land the Secretary of the Interior says is not needed.
