Title 16 › CHAPTER 101 — NATIONAL FISH HABITAT CONSERVATION THROUGH PARTNERSHIPS › § 8204
The Board can recommend that Congress create Fish Habitat Partnerships. These Partnerships must work with other programs and local communities to protect and improve fish and their habitats. They should include many public and private partners, make science-based plans and measurable goals, find and use money from different sources, test and adjust projects over time, and carry out local and regional projects that help fish. To be recommended, an applicant must apply to the Board and show it focuses on fish and habitat, can run priority projects, has a self-governance system, can build local and regional partnerships, has a strategic plan tied to the Board’s priorities, can measure project success, and uses sound science. The Board will report to Congress by February 1 of the first fiscal year after October 30, 2020, and each February 1 thereafter only in years it proposes new or changed Partnerships. Congress has the sole power to approve or change a Partnership. If Congress does not pass a joint resolution rejecting a recommended Partnership within 90 days after its committees get the recommendation, the recommendation is treated as approved. Any partnership getting Federal funds as of October 30, 2020 must be reviewed by Congress within 5 years, and if not designated by Congress it cannot get Federal funds under this law.
