Requires the Commission to send Congress a report no later than 180 days after September 25, 2026, and every year after that, about the status of certain licensing actions. The report must cover two groups: new or renewed licenses under section 808 when the current licensee told the Commission at least 3 years before the report that it plans to apply but the license still hasn’t been issued, and original licenses under section 797(e) when a citizen, group, corporation, State, Indian Tribe, or municipality told the Commission at least 3 years before the report that it plans to apply but the license still hasn’t been issued. Each report must give, for every listed license case, the date the notice was sent, any docket number, whether an application has been filed, the application’s status and the date the Commission expects to issue the license, dates of upcoming meetings or proceedings, and a short description of actions done or still required by the applicant(s), the Commission, the fish and wildlife agencies, and any other agencies. The report must keep the information separate for new/subsequent licenses under section 808 and original licenses under section 797(e).
