Stops the Federal Energy Regulatory Commission from making certain utilities or people change their firm transmission rights into tradable or financial rights. The ban also covers any firm rights they get by using related contract or tariff options. Electric utility or person — someone who, on August 8, 2005, held firm transmission rights by contract or by owning transmission facilities, and who is located in the Pacific Northwest (as defined in section 839a) or in the part of a State included in the geographic area proposed for a regional transmission organization in Commission Docket Number RT01–35 when that docket was opened.
