Makes it illegal for any entity (including types listed elsewhere in the law) to use fake or deceptive methods, directly or indirectly, when buying or selling electric power or when buying or selling transmission services that the Commission regulates. The Commission can make rules it thinks are needed to protect the public interest or people who pay electric bills. No private right to sue is created by this rule; private parties cannot bring lawsuits under it.
