Every licensee and public utility must file annual and other reports the Commission says are needed to run this law. The Commission decides the form and can require specific answers. Reports may cover finances (assets, debts, receipts, interest), investments, costs (projects, maintenance, operation, replacements), reserves and depreciation, and how electric power is produced, moved, delivered, used, and sold. The Commission can require methods to track these costs. Reports must be sworn unless the Commission allows otherwise. It is against the law to purposely block, delay, or interfere with making, filing, or keeping any required record, report, or account.
