Anyone — a person, an electric utility, a State, a municipality, or a State commission — who thinks a licensee, transmitting utility, or public utility violated this chapter may file a short petition with the Commission stating the facts. The Commission will send the complaint to the utility, which must either fix the problem or reply in writing within a reasonable time set by the Commission; if the utility does not comply or there is reason to investigate, the Commission must investigate using whatever methods it finds proper.
