The Commission can make, change, or cancel any orders, rules, or regulations it needs to carry out this chapter. It can set definitions for accounting, technical, and trade words; require specific forms for statements, applications, and reports; say what information must be included; and set when those papers must be filed. It may also put people or issues into different groups and set different rules for each group. Rules usually take effect 30 days after the Commission publishes them unless a different date is given. Orders take effect on the date and in the way the Commission says. All rules must be filed with the Commission’s secretary and kept available for the public to look at during reasonable business hours.
