The Federal Power Commission may publish its reports and decisions in ways that are most useful to the public. It can sell copies of maps, atlases, and reports at reasonable prices, and those prices can cover the costs to compile, set up, and reproduce them. The Commission can also charge for special statistical work and other occasional services. Money it collects must go into the U.S. Treasury as miscellaneous receipts. Printing that needs engraving, lithography, photolithography, or plates must be contracted and done under the Commission’s direction and under rules set by the Joint Committee on Printing. Other printing must be done by the Director of the Government Publishing Office under those rules. The work can be done at or ordered through the Government Publishing Office when the Joint Committee on Printing thinks that is best. When urgent, the Joint Committee may let the Commission hire contractors immediately for engraving, lithographing, and photolithographing without advertising bids. The Commission may also place such orders with other departments under sections 1535 and 1536 of title 31.
