U.S. district courts and courts in U.S. territories are the only courts that can hear criminal or civil cases about this chapter and its rules. Criminal charges must be filed where the wrong act happened. Civil cases to enforce duties or to stop violations can be filed where the act happened or where the defendant lives, and papers can be served wherever the defendant is found. Court decisions can be reviewed under 28 U.S.C. 1254, 1291, and 1292. The Commission cannot be ordered to pay court costs in any case brought by or against it under this chapter.
