Money from selling or sending electric power in the southwestern power area must go into the U.S. Treasury as miscellaneous receipts. The Treasury must set aside a continuing fund of $300,000 from those receipts, which includes $100,000 transferred from the fund set up in 1944. That $300,000 is credited to the Secretary. The Secretary can use it by check for emergency expenses to keep electric service and facilities running, and to pay for buying power and renting transmission facilities for public bodies, cooperatives, and private companies. Payments for buying power and rentals must be approved each year in appropriation Acts.
