The Board may lend money for up to five years to States, counties, cities, and nonprofit groups that are within transmission distance of a dam where the Corporation makes power. The loans help them buy, improve, or run existing distribution systems (including small plants and connecting lines) or buy an interest in those facilities, so surplus power can be sold, priority buyers can get service, and existing systems stay in operation without duplication.
