Finish and run the dam, locks, power plant, and related works at Bonneville, Oregon and North Bonneville, Washington that were under construction on August 20, 1937, to help navigation on the Columbia River. The Secretary of the Army, under the Chief of Engineers, must provide and run equipment to make electricity as the Bonneville Power Administrator decides, and any power not needed to run the project must go to the Administrator to sell and transmit.
