Title 16 › Chapter 12B— BONNEVILLE PROJECT › § 832g
The administrator or the Secretary of the Army must advertise and allow competition before buying supplies or contracting for services (not hiring people for personal services). Notices must run early enough to give suppliers time to learn about the opportunity and submit bids. Advertising is not required in an emergency, when parts or services are needed for items already supplied or contracted, or when the total purchase is $500 or less; then they can buy on the open market like other businesses. When choosing a bid, they may consider things like quality, fit, financial responsibility, skill and experience, honesty, repair ability, delivery time, and whether the bidder meets the specifications.
