The Treasury can provide whatever money is needed to carry out the Act, and that money must be repaid as the Act requires. Money collected under section 4 must go into the General Treasury as miscellaneous receipts. Equal amounts are recorded in a special Treasury account called the Columbia Basin Land Development Account: amounts taken out are debited and revenues are credited to it. Once the credited revenues equal the debits plus interest at 3 percent per year from the dates the funds were taken, the Secretary may add further credits to that account in a way the Secretary decides. Those added credits are used to give matching credits against the construction cost obligations of the district or districts that enter repayment contracts.
