Only surplus electric energy and surplus peaking capacity from federal hydro plants in the Pacific Northwest can be sold, delivered, or exchanged for use outside that region. At least 30 days before signing such a contract, the Secretary must give current Bonneville Power Administration customers written notice and, if asked, let them inspect current draft contracts.
