The Secretaries of the Interior and the Army can plan, design, build, run, and maintain power additions, upgrades, and replacements at their federal projects in the Pacific Northwest Region (as defined in the Northwest Power Act). Each Secretary must find the work necessary or appropriate, and the Bonneville Power Administrator must also find it necessary or appropriate before funds are provided. The Administrator can make funds available, and each Secretary can accept and use them without further appropriation and without fiscal year limits. Those funds remain exempt from sequestration under 2 U.S.C. 905(g)(1). This authority took effect October 1, 1993, and does not change the Northwest Power Act.
