The Secretary may make cooperative agreements to handle work for communications sites on lands and waters managed by Federal land agencies. That work can include running permit programs, doing needs studies and other planning, making fair management plans that do not favor any competitor or technology, training staff, getting or improving access or sites, or any mix of these things. Not later than 1 year after January 4, 2025, the Secretary must do a full review to see if fees charged for using these sites could be kept in a special account. The review must look at putting fees from communications permits into that account and using the money only for communications-site activities on lands and waters the Secretary manages.
