The Secretary must set up a program within 180 days after January 4, 2025 to allow temporary special recreation permits for new or additional recreational uses on federal land and water managed by the Forest Service and the Bureau of Land Management. Each temporary permit can last no more than 2 years. If a permit holder completes 2 years of satisfactory operation under the temporary permit, the Secretary may convert that temporary permit into a long-term special recreation permit. Nothing here changes the Secretary’s existing authority to issue special recreation permits under the law already in place.
