The Secretaries must send a joint report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources no later than 3 years after January 4, 2025. A "covered community" is a rural or city community, including an Indian Tribe, that is low-income or underserved and has had less access to outdoor recreation on Federal lands and waters. The report must describe estimated use of special recreation permits for these communities; examples of permits, partnerships, or other ways they get access or take part (like stewardship projects); any barriers for current or potential recreation providers and permit holders; and recommendations to increase permitted access.
